Numerous Situations Have Arisen And Will Continue To Do So That Affect Everyone Who Loves Humanity On A Fundamental Level And Are Of Interest To Their Affections. These Situations Are Not Local But Rather Universal. Every Man To Whom Nature Has Granted The Power Of Feeling Is Concerned About The Laying A Country Desolate With Fire And Sword, Declaring War On All Of Mankind’s Natural Rights, And Eradicating Their Defenders From The Face Of The Earth; Regardless Of Class And Regardless Of Party Criticism.

Our Desires Create Society, But Our Wickedness Creates Government. The Former Fosters Our Happiness Positively By Uniting Our Affections, While The Latter Fosters It Negatively By Restraining Our Vices. The Former Promotes Sexual Activity, Whereas The Latter Makes Distinctions. First Acts As A Patron; Last Acts As A Punisher.
Every State Of Society Is A Blessing, But Even In The Best Cases, Government Is Only A Necessary Evil At Its Worst, An Intolerable One: Because Our Misery Is Made Worse By The Realisation That We Provide The Means By Which We Suffer When We Suffer Or Are Exposed To The Same Mistreatment By A Government, As We Might Anticipate In A Nation Without Government. Government, Like Clothing, Is A Badge Of Lost Innocence; Kings’ Palaces Are Constructed Atop The Ruins Of Paradise’s Boulevards. Man Would Not Need Another Lawmaker If The Impulses Of Conscience Were Clear, Uniform, And Irresistibly Obeyed; However, Because They Are Not, He Finds It Necessary To Give Up Some Of His Property In Order To Provide Means For The Protection Of The Rest. He Is Compelled To Do This By The Same Caution That Ordinarily Advises Him To Choose The Lesser Of Two Evils. In Light Of The Fact That Security Is The True Purpose Of Government, It Follows Logically That The Option That Seems To Us To Be Most Likely To Do So At The Lowest Cost And With The Most Benefit Is Preferable To All Others.
Let’s Imagine A Small Group Of People Living In A Remote Area Of The World, Cut Off From The Rest Of Humanity, In Order To Get A Clear And Fair Understanding Of The Purpose And Design Of Government. These Hypothetical Individuals Will Then Represent The First Populace Of Any Nation Or Of The Entire World. Their First Thought Will Be Of Society In This State Of Natural Liberty. A Thousand Motives Will Motivate Them; The Strength Of One Man Is So Unequal To His Wants, And His Mind So Unfit For Perpetual Solitude, That He Soon Obligated To Seek Assistance And Relief Of Another, Who In His Turn Requires The Same. One Man Might Labour Out The Common Period Of Life Without Accomplishing Anything; When He Had Felled His Timber He Could Neither Remove It Nor Erect It After It Was Removed; Hunger In The Interim Would Urge Him To Quit His Work, And Every Different Want Would Call Him In A Different Way. Four Or Five United Would Be Able To Raise A Tolerable Dwelling In The Middle Of A Wilderness. Disease, Or Even Misfortune, Would Be Death Since Both Would Prevent Him From Living And Bring Him To A Point Where He Could Prefer To Perish Than Die—even Though Neither Might Be Fatal.
Thus, Necessity, Like A Gravitating Force, Would Soon Form Our Recently Arrived Emigrants Into Society, The Reciprocal Blessings Of Which Would Supercede, And Render The Obligations Of Law And Government Unnecessary While They Remained Perfectly Just To Each Other; However, As Nothing But Heaven Is Impregnable To Vice, It Will Inevitably Happen That In Proportion To Their Success In Overcoming The Initial Difficulties Of Emigration, Which Bound Them Together In A Common Cause, They Will Start To Engage In Vice.
They Will Have Access To A State House Under The Branches Of Some Handy Tree, Where The Entire Colony Can Convene To Discuss Important Issues. It Is Highly Likely That Their First Laws Will Only Be Regulations And Enforced With Public Contempt As The Only Sanction. Every Man Will Have A Seat In This First Parliament By Virtue Of His Natural Birth.
However, As The Colony Grows, Public Concerns Will Also Grow. This Will Make It More Difficult For All Of The Members To Get Together Regularly As They Did In The Beginning, When Their Numbers Were Small, Their Homes Close By, And Public Concerns Were Few And Trivial. This Will Highlight How Convenient It Is For Them To Agree To Hand Over Control Of The Legislative Portion To A Small Group Of People Chosen From The Entire Body Who Are Ostensibly Interested In The Same Issues As Those Who Appointed Them And Who Will Act In The Same Way As The Entire Body Would If They Were Present. It Will Be Found To Be Best To Divide The Whole Into Convenient Parts, With Each Part Sending Its Proper Number, If The Colony Keeps Growing, It Will Become Necessary To Increase The Number Of Representatives, And That The Interest Of Every Part Of The Colony May Be Attended To: Prudence Will Highlight The Appropriateness Of Having Elections Frequently Given That The Elected Might Never Form To Themselves An Interest Separate From The Electors: The Prudent Reflection Of Not Making A Rod For Themselves Will Ensure The Elected’s Loyalty To The Public Even If They Use That Method To Return And Mix With The Electorate As A Whole Again In A Few Months. The Strength Of Government And The Contentment Of The Governed Are Dependent On This (Not On The Meaningless Name Of The King), As This Frequent Exchange Will Create A Common Interest With Every Segment Of The Community.
