Our Endeavour To Assess Impunity Across The Globe Was Divided Into Four Stages. Initially, We Researched Existing Academic And Civil Society Literature, Gathered Quantitative Data On Impunity, And Refined A Concept With An Independent Advisory Board. On Page 8 Of The Atlas Study, There Is A Survey Of Academic, Civil Society, And Other Frequently Used Conceptions Of Impunity. For The Purposes Of This Project, Impunity Refers To The Misuse Of Authority That Is Made Possible By A Lack Of Accountability. It Covers Unlawful Conduct Like War Crimes, But It Extends Beyond A Simply Juridical Meaning.
We Apply Our Concept To Five Aspects Of National And International Life, Some Of Which Have A Stronger Legal Foundation Than Others. In Consultation With The Advisory Board, We Chose 67 Indicators From 29 Sources To Assess The Level Of Impunity At The National Level Across The Most Essential Aspects Of Each Dimension. The Tables Below Include A Complete List Of The Indicators Used, Organised By Dimension.
We Attempted To Favour High-quality, Expert-generated Social Science Indicators Above National Data Wherever Feasible. We Did This Since The Latter Are Often Discordant Or Otherwise Incomparable. Government-produced National Statistics May Also Be Exposed To Political Intervention In Certain Cases.
We Also Chose Source Datasets With National Coverage In Mind, Enabling Us To Rank 163 Nations And Provide Suggestive Ratings For Another 34, For A Total Of 197 Country-level Evaluations Of Impunity. R 4.2.0, An Opensource Statistical Analysis Application, Was Used To Perform All Indicator Collecting, Data Standardisation, Missing Value Imputation, And Atlas Computation.
To Compute Nation Scores, We Standardised Each Of The 67 Variables On A 0-5 Scale, With The Country With The Most Impunity Receiving A 5, And The Country With The Most Accountability Receiving A 0.
By Scaling The Data At The Indicator Level, We Attempted To Retain The Data’s Original Distribution, Which Means That The Skewness Of Each Indicator Stays Near To That Of The Source. Indicators In Each Dimension Were Then Aggregated Using A Simple Arithmetic Mean, And The Resultant Dimension Average Was Normalised On A 0-5 Scale For Consistency And Comparability.
The Five Dimension Scores Were Then Averaged To Get An Overall Atlas Score, With Each Dimension Having A 20% Weighting. This Indicates That In The Atlas, Each Dimension Has Equal Conceptual Value, Just As Each Indication Contributes Equally To Its Dimension Score.
While Indicators Contribute Equally To Their Dimension Scores—and Each Dimension Contributes For An Equal 20% Of The Total Atlas Score—dimensions Contain Between Ten And Fifteen Underlying Indicators, Therefore Individual Indicators’ Contributions To The Final Score Vary.
The Environmental Degradation Component, For Example, Has 10 Underlying Indicators, While Unaccountable Governance Has 15, Or 50% More. Keeping All Other Indicators Constant, A Unit Change In An Indicator Of Environmental Degradation Would Effect The Headline Atlas Score Approximately Twice As Much As A Similar Change In An Indication Of Unaccountable Government.
